Does "not excluded" mean that the result allows us to consider the fetus's father to be him with 99.9% certainty?

The "99.9%" refers to the "probability of paternity," which is a genetics term indicating the reliability of the test.
Regarding the results of this test, please see page 3 of the report, "Analysis of Test Results."
There is a sentence stating "It is determined that he is the biological father of the fetus."
We would appreciate it if you could confirm this.
